Combine all the flour, paprika, salt and pepper in a large mixing bowl. Toss the wings in the flour mixture to coat. Cover the bowl with plastic wrap and refrigerate for at least 30 minutes.
Preheat oven to 425 degrees.
Arrange the wings on an ungreased baking sheet. Bake for 45 minutes, until golden brown.
While the wings are in the oven, make the sauce: Combine all of the sauce ingredients in a small saucepan over medium heat. Bring the mixture to a boil, whisking constantly.
Reduce heat to low and allow the sauce to thicken slightly, about 2-3 minutes. Place the baked wings and sauce in a large bowl. Toss to coat. Serve warm.
